Abstract:
Namibia is a multi-ethnic and multilingual country. Since independence, a language education policy has been implemented for a long time, with the mother tongue as a supplement to English as the main language. Due to the policy planning being contrary to language reality, coupled with the interactive influence of a series of factors such as history, politics, economy, and culture, over time, there has been a shortage and uneven distribution of qualified English teachers, a shortage of mother tongue textbooks, and weak policy implementation. So far, not only has it not achieved the expected results, but it has also gone against them, and policy implementation has fallen into difficulties.
