AI Ethics Risks and Governance Strategies in Higher Education System Development

Abstract:

With the rapid rise of DeepSeek at the beginning of 2025, the profound impact of artificial intelligence (AI) technology on the construction of higher education systems has become increasingly evident. However, the emerging intelligent education ecosystem formed through deep integration also brings systemic ethical risks that demand urgent governance. This study focuses on three core risks—data privacy, algorithmic bias, and human alienation—revealing critical concerns such as security vulnerabilities in the full data lifecycle of teaching scenarios, bias propagation mechanisms in algorithmic decision-making chains, and the erosion of human agency in human-AI collaboration. A tripartite governance framework is proposed, encompassing trustworthy data governance, explainable algorithm development, and human-centered educational ecosystem construction. This framework emphasizes the alignment of educational AI with ethical principles through the synergy of technological innovation and institutional design, offering governance solutions that balance technical feasibility and ethical legitimacy. Ultimately, it aims to empower the digital transformation of university education systems in the intelligent era.
