Abstract:
With the 20th CPC National Congress designating high-quality development as the foremost task in
building a modern socialist country, educational quality enhancement has become increasingly imperative. As a
cornerstone of China's national education strategy, inclusive preschool education services directly impact all
children's learning rights. While Yili Prefecture's preschool education system is experiencing rapid expansion, challenges in equitable teacher distribution remain critical. Balanced allocation of teaching resources proves vital
for improving regional educational quality, bridging urban-rural disparities, and advancing educational equity. This study examines the structural characteristics of preschool teachers in Yili Prefecture and explores pathways
toward high-quality development, providing theoretical foundations for optimizing regional education policies.
