Abstract：

Under the background of global competition and the accelerated evolution of scientific and technological revolution, promoting the deep integration of education, science and technology and talents in universities has become the key to building a national innovation system and achieving high-quality development. This paper focuses on the integration and development of university education, science and technology, and talents. In view of the typical problems existing among the three, based on the analysis of the existing policy practices and limitations, this paper proposes an overall promotion framework based on “education as the foundation, science and technology as the traction, and talents as the core”, and specifically proposes a series of operational measures, such as optimizing the talent training system, strengthening the construction of scientific research platform, promoting the deep integration of industry, university and research, and improving the talent development mechanism, in order to provide solutions for solving the bottleneck of university development and empowering the construction of national innovation system.
