Abstract:

In the context of the transformation of higher education management towards professionalization, traditional performance evaluation methods suffer from subjectivity and a lack of quantitative standards. This paper aims to construct a scientific and multidimensional performance evaluation system for higher education administrators. Grounded in the Competency Model, this study establishes a hierarchical indicator system encompassing three key dimensions: professional competence, work performance, and service attitude. The Analytic Hierarchy Process (AHP) is utilized to determine indicator weights objectively, balancing qualitative feedback with quantitative output. Notably, the proposed model emphasizes digital literacy and service satisfaction as critical metrics. The conclusion indicates that this data-driven system effectively reduces human bias, enhances evaluation fairness, and provides a theoretical basis for motivating administrative staff and optimizing the overall governance efficiency of universities.
