Abstract：

It is necessary to better play the role of the rule of law in consolidating the foundation, stabilizing expectations, and ensuring long-term benefits Optimizing the legal and business friendly environment is a powerful lever to enhance the vitality of market entities and the overall level of social and economic governance, while also being conducive to adapting to the requirements of the unified national market layout. In the context of replacing the business environment with a favorable business environment, this paper analyzes the main factors that affect economic development in a favorable business environment. Based on the existing problems, it proposes to improve the relevant legal and regulatory system, accelerate the transformation of government functions, standardize administrative law enforcement, and strengthen legal education and publicity to empower economic development.
