Abstract：

Faced with the continuous deepening of agricultural comprehensive administrative law enforcement reform, many grassroots agricultural and rural departments have encountered many problems such as poor implementation of administrative penalties in promoting comprehensive administrative law enforcement, and further optimization of the law enforcement mechanism is needed. The specific solution is to modify the legal provisions on administrative penalties implemented by the business departments of agriculture and rural areas to be the responsibility of the comprehensive administrative law enforcement team, in order to resolve legal conflicts. In terms of law enforcement agencies, internal institutions and equipment configuration should be unified to lay a solid foundation for law enforcement work. For law enforcement personnel, in addition to improving their professional quality, it is also necessary to strengthen supervision over them, in order to build a high-quality agricultural law enforcement team.
