Abstract:
Modern urban management is a very complex social system, and urban social welfare is an important part of it. The community-based provision of urban social welfare services is the main direction of social welfare socialization reform and practice in the new era. The current social welfare services are facing contradictions between traditional ethics and modern systems, social needs and self needs, and popular coverage and specialized services. From the perspective of social governance, this article focuses on the logic and rules formed by power, competition, and relationships in urban community social welfare services. It redefines the governance subject relationship between the government, society, and market in the construction of the urban community social welfare service system, clarifies the status and responsibilities of government leadership, social institution intervention, and community (resident) subject participation in the construction of the social welfare service system, attempts to establish a four-dimensional analysis framework for urban community social welfare service government, social organizations, market, and community, and explores new paths for the practice of urban community social welfare service system, Addressing the external reality dilemma and insufficient internal connotation of community-based social welfare.
