Abstract:
The value expression of public management refers to the spiritual pursuit and value stance of public management. This article approaches the historical process of public management from the dual perspectives of teleology and methodology, and sorts out the values of referent and signifier in public management. One is to examine the evolution of management objectives from "efficiency" to "public good", and clarify the teleological tendency of modern public management from the perspective of value theory, which is different from traditional administrative management and new public management; The second is to examine the replacement of management methods from authoritative "rule" to public "governance", and to demonstrate the value theory significance of modern public management different from traditional public administration from a methodological perspective. Whether in terms of management objectives or methods, the value expression of modern public management presents a strong sense of "publicness".
