Abstract:

The transformation of UGC creation and dissemination methods has made the problem of copyright licensing more prominent, including the atomization of copyright rights, lack of copyright publicity, and limited availability of works. The traditional licensing, centralized licensing, and public licensing models are unable to resolve the copyright licensing dilemma of UGC, and the new "blocking or monetization" model also faces challenges such as neglecting the interests of UGC creators and having overly simplistic solutions. Applying blockchain technology to the "blocking or monetization" model can not only significantly reduce search and implementation costs in the rights confirmation stage, but also reduce transaction costs through standardized protocols provided by smart contracts in the licensing stage, promoting efficient creation and utilization of UGC. To ensure the smooth operation of the "blocking or monetization" mode facilitated by blockchain technology, it is necessary to clarify parallel creation rules, effectively define reasonable usage scope, and strengthen the functions and responsibilities of UGC platforms to achieve the connection of copyright system.
