Research on the Feedback Mechanism and Dynamic Optimization Path of Legislation for the Protection of Stray Animals

Abstract:

Based on the theories of institutional feedback and collaborative governance, this article analyzes the structural deficiencies of the feedback mechanism for the protection legislation of stray animals in China, and points out that there are current problems such as imbalance of feedback entities, single information content, poor transmission channels, and lack of risk warning. On this basis, a dynamic optimization path including multi-dimensional feedback reconstruction, an evaluation-correction-re-evaluation closed-loop model, multi-party collaborative governance, and supporting measures has been constructed, aiming to promote the transformation of the protection legislation for stray animals from a static text to a continuous governance model.
