Abstract：

The new era imposes higher demands on the development of cadre teams. Establishing a scientifically sound hierarchical structure and a sustained, long-term supervision mechanism is crucial for ensuring the continuity and steady progress of the Party and the nation's endeavors. The current development of the cadre team faces prominent issues, including inadequate succession planning, insufficient systematic training, weak enforcement of supervision mechanisms, and an imbalance between incentives and constraints. This paper follows the standard structure of academic papers to systematically elucidate the underlying logic of cadre echelon development and routine supervision. It establishes an echelon development system grounded in scientific selection, centered on systematic cultivation, and supported by dynamic management; alongside a routine supervision mechanism led by political oversight, focused on daily monitoring, and underpinned by collaborative supervision. The study identifies key implementation pathways for selection and reserve building, training and development, performance evaluation, supervision and disciplinary enforcement, as well as incentive mechanisms and protection measures, while proposing concrete safeguards for institutional implementation, aiming to provide theoretical and practical references for cultivating high-quality cadre teams in the new era.
