Abstract:
The 2018 Shandong Provincial Rural Revitalization Strategy Plan (2018–2022) proposes to promote integrated development of industry and urban areas, guide the concentration of secondary and tertiary industries in county towns, key townships, and industrial parks, establish a number of leading enterprises in rural industry integration, and develop a range of agricultural characteristic towns and pastoral complexes. Shandong will focus on advancing the "three-chain restructuring" of industrial chains, value chains, and supply chains, as well as the "four-type development" characterized by terminal-oriented, experience-oriented, circular, and smart models; it aims to foster and strengthen the "new six sectors" of agriculture and create an upgraded version of Shandong's agricultural industrialization. The case study selection was based on representative villages and towns in Weifang City, with Caijiagou Village and Wali Village in Fangzi District chosen as the subjects for analysis. Each village has capitalized on its unique resources to promote advantageous industries, support rural tourism, agricultural modernization, and the establishment of agricultural demonstration zones—aligning with the national strategy to revitalize the rural economy through the development of "agricultural complexes."
