Collaborative Governance of Community Childcare Services in Building a Fertility-Friendly Society

Abstract:

Community childcare services connect fertility-support policies with families' daily care needs. From the perspective of collaborative governance, this paper examines childcare services for children under three in Chinese communities. Current services are affected by mismatched supply and demand, fragmented responsibilities, weak resource integration and limited family participation. The analysis focuses on the relationships among public authorities, communities, childcare institutions, social organizations and families. A fertility-friendly childcare system should establish government-led coordination, develop a demand-oriented network, and integrate resource sharing, quality supervision and evaluation feedback. It can reduce parenting costs, improve service trust and strengthen families' confidence in combining employment with childrearing.
