Abstract：

This article systematically analyzes the new situation and problems currently faced by China's cotton industry, namely the evolution of cotton production capacity from the previous years' increase in production volume, import volume, and inventory volume (i.e. "three volume simultaneous increase") to the recent years' decrease in production volume, import volume, and consumption volume (i.e. "three volume simultaneous decrease"), and the further emergence of the current and future "shortage of high-grade cotton" and "surplus of low-grade cotton". It is explicitly stated that the cotton industry in the northwest inland cotton region should take the lead in transformation, upgrading, and improving quality and efficiency, and should undertake the task of producing high-end quality raw cotton for the country.
