Exploring the Localization of Social Work in China: A Case Study of Hunan's "He Plan"

Abstract:

Since 2018, Hunan Province has launched the Township (Street) Social Work Station Construction Plan (also known as the "He Plan"), aiming to strengthen the capacity of grassroots civil affairs services, cultivate local social work forces, and enhance grassroots governance capabilities. The ultimate goal is to achieve the localization of social work and modernize the grassroots governance system. In October 2020, the Ministry of Civil Affairs held a promotion meeting in Changsha, Hunan, highlighting the experiences of Hunan and other regions in social work development. Over the past five years, the "He Plan" has realized the integrated development of social work and civil affairs, empowered grassroots governance through professional services, nurtured local social workers, and explored a localized path for social work practice in China.
