Abstract：

Developing new quality productive forces is a core task for China's high-quality economic and social development, and the tourism industry has also become an important driving force for urban economic development. How the tourism industry can adapt to the development of new quality productive forces and achieve in-depth transformation and upgrading is an important and urgent research topic. The country has implemented plans to revitalize border areas and enrich the people, established demonstration zones for international cooperation along the border, and experimental zones for development and opening up. The tourism industry in border cities is also facing new development opportunities. Ruili City is a representative city for border tourism in China, with rich and unique tourism resources. This research focuses on the measurement and evaluation of new quality productive forces development in Ruili City's tourism industry. Its core issue is to construct an indicator system, conduct empirical analysis on the problems of new quality productive forces development in Ruili City's tourism industry, quantitatively evaluate its development level, and propose corresponding countermeasures to provide references for the high-quality development of new quality productive forces in the tourism industry of border cities.
