Abstract:
Given the severe challenges posed by the US chip embargo to China's integrated circuit industry, this paper aims to explore breakthrough paths for China's integrated circuit industry. This study combines the Stackelberg model to analyze the competitive strategies between China and the US in the industry chain. The research finds that breakthroughs require multi-dimensional coordinated efforts: Strengthen government policy support to provide stable fiscal and tax policies and industrial guidance; Promote industry chain collaboration and drive joint R&D investment between downstream applications and upstream/midstream design/manufacturing sectors; Implement differentiated international cooperation to expand non-restricted markets, broaden chip supply channels, and enhance supply chain resilience.
