An Analysis of the Impact Pathways and Optimization Strategies for the Operational Performance of PPP Projects

Abstract:

As China's economy advances towards high-quality development, infrastructure and public services have assumed increasing strategic importance. Correspondingly, the Public-Private Partnership (PPP) model has emerged as a focal point in academic research. Currently, the development of PPP projects in China exhibits dual characteristics: while their scale continues to expand, implementation outcomes show significant divergence, manifested in unstable project realisation rates and stark disparities in operational performance. Therefore, this study draws upon operational performance theory and configurational theory to delve into the causal pathways of identified influencing factors, thereby proposing optimisation strategies.
