Abstract:
The year 2025 marks a pivotal juncture for Zhejiang Province in advancing high-quality development and establishing a demonstration zone for common prosperity, while also serving as a crucial window period for nationwide promotion of the “Ten Million Project” experience. This study focuses on talent—a core element of rural revitalization. Through eight months of field research covering 42 administrative villages across 11 cities in Zhejiang Province, it conducted 147 in-depth interviews with practitioners, collected 238 valid questionnaires, and analyzed 87 policy documents. Findings reveal that 91.37% of villages face talent shortages, with only 3.45% achieving a talent return rate exceeding 50%. Breaking from traditional policy interpretation, this study constructs a four-dimensional talent empowerment model integrating policy, industry, culture, and platforms, and distills a five-dimensional implementation pathway. It provides a quantifiable, actionable, and replicable Zhejiang model for talent revitalization under the goal of common prosperity.
