Abstract：

This article is based on the theory of coordinated development. In Zhaoqing, "The High-quality Development Project for Hundreds of Counties, Thousands of Towns" Taking the practice of "and Tens of Thousands of Villages" as a case, an analytical framework of "internal logic - practical path - challenge countermeasures" was constructed.The research finds that Zhaoqing has formed a development logic of "ecology as the foundation, culture as the core, industry empowerment, and governance coordination", and has systematically advanced it through paths such as planning coordination and integration of the three industries. It also responds to structural problems such as fragmented governance and shortage of funds with four major mechanisms: full-process co-governance, EOD financing, dual-track introduction and cultivation, and full-cycle management and maintenance.The conclusion indicates that the revitalization of counties must promote the institutionalization of governance, the internalization of financing, the systematization of talents and the standardization of management and maintenance, and achieve the transformation from factor-driven to institutional-innovation-driven.
