Abstract：

The construction of digital villages is not only a strategic direction for rural revitalization in the new era, but also an important component of the transformation towards modernization of agriculture and rural areas. High-quality development of digital village construction plays a crucial role in promoting rural modernization, driving integrated urban-rural development, and achieving common prosperity. Since the concept of digital villages was first proposed in the Central Document No.1 in 2018, numerous policies have been issued, and certain achievements have been made in the development of digital village construction. However, high-quality development of digital village construction still faces practical challenges such as a high proportion of elderly in rural areas leading to difficulties in digital penetration, a lack of professional talent, a mismatch between digital platform functions and villagers' needs, and weak capacity for core technology innovation. It is necessary to overcome these challenges by consolidating digital infrastructure in rural areas, strengthening the rural talent team, deepening inclusive digital services, and enhancing governance effectiveness to further promote rural digital development and support high-quality development of digital village construction.
