Abstract:
Global governance of artificial intelligence is crucial amid its rapid development. This paper delves into its current state, challenges, and China's approach. Presently, global AI governance is in a critical phase of order formation, characterized by strengthened international regulatory legislation and the gradual establishment of multilateral cooperation frameworks. However, it also faces challenges such as low participation from developing countries, insufficient coordination among existing governance mechanisms, difficulties in harmonizing technical rules, and suboptimal implementation outcomes. China's engagement in global AI governance is guided by the vision of building an inclusive and shared governance system. It adheres to the principles of balancing development, security, fairness, and cooperation, supported by coordinated actions across institutional, technological, capacity-building, and ethical dimensions. In practice, China deepens multilateral cooperation mechanisms, focuses on establishing technical safety and ethical standards, emphasizes developing rules for cross-border data flows, and accelerates the implementation of governance commitments. China's approach offers valuable insights for global governance. Moving forward, enhanced international coordination is essential, and China should continue to serve as a bridge to promote equitable sharing of AI's benefits, steering the intelligent era toward a future of “good governance.”
