Abstract:
Against the strategic backdrop of accelerating the construction of a Digital China and promoting the
realization of “high-quality and full employment,” this paper, based on the dual effects of artificial intelligence
(AI)—the “substitution effect” and the “creation effect”—on the job market, constructs an analytical framework of “AI technology → enhancement of employment resilience → resolution of employment involution.” It elucidates
the mechanisms through which AI alleviates employment involution via three pathways: job creation, skill
upgrading, and supply-demand matching. Empirical tests are conducted using a two-way fixed-effects model and
micro-level data. The results indicate that AI significantly mitigates structural competitive pressure by enhancing
the adaptability and resilience of the labor market, thereby shifting the employment ecosystem from “internal
depletion” to “mutual benefit.” Finally, this paper proposes countermeasures and suggestions from the
perspectives of policy guidance, skill system development, and data platform coordination, aiming to deeply
integrate AI research with the implementation of employment policies. It contributes theoretical insights and
practical pathways for achieving the dual objectives of improving macro-level employment quality and ensuring
full employment for key groups during the “15th Five-Year Plan” period.
