Abstract:
Against the backdrop of the new era, China's social governance system continues to evolve, while public welfare demands shift toward diversification and refinement. As key participants in social governance, public welfare organizations face an urgent need to reconstruct and upgrade their social functions. These organizations play a unique role in bridging government services, addressing market gaps, and fostering social consensus. However, some currently suffer from issues such as ambiguous functional positioning, insufficient theoretical foundations, and obstructed development pathways, hindering the full realization of their social value. This paper begins with the realities of public welfare organization development in the new era. It first defines core concepts, then explores directions for reconstructing the social functions of public welfare organizations in the new era, and finally proposes practical pathways for high-quality development to overcome developmental challenges.
