Innovation of Administrative Promotion Mechanism for Discipline Construction in Local Universities under the Appeal of High-quality Development

Abstract:

As the higher education sector shifts toward high-quality development, local universities face mounting pressure to optimize their discipline construction. Unlike top-tier national institutions, local universities operate under tighter resource constraints and must closely align their academic programs with regional economic needs. This study investigates the structural limitations of traditional administrative promotion mechanisms, identifying key bottlenecks such as path dependence in budgeting, fragmentation of administrative functions, and homogenization of disciplinary layouts. To address these challenges, this paper proposes a paradigm shift toward agile administrative governance. Supported by recent empirical data from Shenzhen University and Ningbo University, the research outlines three innovative administrative pathways: implementing dynamic resource allocation based on performance metrics, establishing boundary-spanning structures to facilitate industry-education integration, and delegating authority through academic "special zones." The findings suggest that transforming the administrative mechanism from a rigid managerial model to a flexible, service-oriented framework significantly enhances disciplinary competitiveness and institutional adaptability.
