Abstract:
Public health emergencies are characterized by suddenness, infectivity, complexity, and harmfulness, directly threatening public life and health, social stability, and economic development. Constructing a scientific, complete, and efficiently operating emergency response system is the core support for preventing and defusing major public health risks. Based on the actual construction of China's public health emergency response system, this paper defines core concepts, compiles relevant theoretical support, systematically analyzes the development history, core components, and phased achievements of China's emergency response system, and deeply examines the weak links existing in the current system construction. Combining national policy guidance and practical needs, it proposes targeted optimization paths from five dimensions: organizational structure, early warning and response, resource guarantee, capacity building, and laws and regulations. This provides theoretical reference and practical guidance for the continuous improvement of China's public health emergency response system, helping to build a strong defense line for public health security and effectively safeguard the people's life, health, and national security.
