Abstract：

With the in-depth advancement of educational digitalization strategies, online teaching has become a crucial component of talent cultivation in higher education institutions. Its quality directly impacts the effectiveness of the connotative development of higher education. Currently, during the rapid development of online teaching in universities, challenges such as inconsistent quality standards, non-standardized operational procedures, and imperfect safeguard measures persist, hindering the full realization of online teaching's educational value. Based on the requirements of educational digitalization development and combined with the practice of online teaching in universities, this paper systematically explores the construction principles, objectives, and core components of an online teaching quality assurance system in higher education institutions. It deeply analyzes the core logic, sub-mechanism design, and operational processes of the system, proposing comprehensive safeguard measures covering policies, resources, technology, personnel, and institutions. Ultimately, it forms a closed-loop system of "construction-operation-guarantee," providing theoretical references and practical pathways for universities to enhance the quality of online teaching and promote the digital transformation of education.
