Abstract:
Against the backdrop of the accelerated evolution of a new round of technological revolution and industrial transformation, and the increasingly urgent need for the connotative development of higher education, the OBE (Outcomes-Based Education) concept, as an internationally recognized core concept for higher education reform, provides a new perspective and practical path for optimizing the evaluation system of talent cultivation quality in universities. Currently, the evaluation of talent cultivation quality in Chinese universities still faces problems such as the evaluation orientation deviating from talent cultivation goals, a single evaluation dimension, evaluation indicators disconnected from industry demands, and insufficient application of evaluation results, making it difficult to meet the requirements for cultivating high-quality talents in the new era. Based on the core connotation of the OBE concept, this paper clarifies the prerequisites and principles for system construction, designs a multi-dimensional evaluation index system, determines the weight of each indicator, and formulates scientific evaluation standards and implementation processes. Taking several different types of universities as empirical objects, the study verifies the scientific nature and feasibility of the evaluation system through methods such as survey data collection and statistical analysis. Finally, addressing the problems identified in the empirical research, it proposes countermeasures and suggestions for optimizing indicator weights, improving implementation mechanisms, strengthening the application of results, and enhancing supporting conditions, providing theoretical support and practical reference for universities to implement the OBE concept, improve talent cultivation quality, and build a scientific and efficient talent cultivation quality evaluation system.
