Analysis of Talent Introduction Policies of Japan and South Korea from the Perspective of Globalisation and the Improvement Direction for Hong Kong

Abstract:

This paper takes the talent introduction policies of Japan and South Korea as research objects under the background of globalisation, and adopts the policy diffusion theory to carry out a multi-level analysis from the macro, meso and micro dimensions. It sorts out the implementation effects, successful experience and existing problems of Japan's "highly talented person system" and South Korea's "Study in South Korea 300,000" plan, and summarizes the practical dilemmas such as unbalanced talent distribution and competitive disadvantages of small and medium-sized enterprises in the two countries. Aiming at the current problems of unreasonable talent structure and talent shortage in emerging industries in Hong Kong, this paper proposes targeted improvement paths for Hong Kong's talent introduction policies from multiple levels, so as to enhance the global competitiveness of Hong Kong's talent strategy and provide a reference for the optimization of regional talent introduction policies.
