Abstract：

Nurturing virtue and fostering talent is the fundamental mission of higher education institutions. Full-time organizational officers serve as pivotal links between grassroots Party building and ideological-political education, playing a prominent role in cultivating Party members, strengthening Party branch development, and enhancing collaborative educational efforts. Since universities were fully staffed with full-time organizational officers in 2018, the standardization of grassroots Party building has continued to improve. However, multiple challenges persist in collaborative education: complex job responsibilities dilute educational functions; performance evaluations prioritize research over practical teaching activities; insufficient compensation and resource support exist for these teams; and inadequate coordination mechanisms among stakeholders have led to a disconnect between Party building and ideological-political education, hindering educational effectiveness. This paper examines the practical challenges faced by organizational officers in collaborative education within the context of nurturing virtue and talent, analyzes their root causes, and proposes optimization strategies across four dimensions: clarifying job responsibilities, reforming evaluation systems for educational outcomes, improving team support mechanisms, and establishing multi-stakeholder collaboration platforms. The aim is to streamline the operational logic of grassroots Party-building education initiatives, address bottlenecks in organizational officers' duties, establish a sustainable collaborative education system, enhance the quality and efficiency of grassroots Party building and ideological-political work in universities, and provide actionable recommendations for fulfilling this fundamental mission.
