Abstract：

Cadre personnel files serve as a fundamental basis for the education, training, selection, appointment, management, and supervision of officials, representing a vital governance resource for the Party. The comprehensive and strict governance of the Party has been advanced to a deeper level, imposing higher demands on the standardization, institutionalization, and precision of personnel file management for officials. Current management of cadre personnel files still faces prominent issues, including insufficient rigor in policy implementation, inadequate review controls, delayed information updates, and relatively lagging oversight mechanisms. This paper follows the standard framework of academic papers to systematically elucidate the underlying logic behind standardized management and enhanced supervisory effectiveness of cadre personnel files. It establishes an archival governance system grounded in institutional norms, centered on review mechanisms, supported by digital empowerment, and safeguarded by collaborative oversight. The study identifies key implementation pathways for file collection and archiving, specialized reviews, pre-appointment vetting, daily supervision, and information utilization, aiming to provide theoretical and practical references for improving the quality of cadre personnel file management and supervisory efficiency within the context of comprehensive strict Party governance.
