Mechanisms and Implementation Pathways for Green and High-Quality Agricultural Development in the Context of the Digital Economy ——From the Perspectives of Technological Progress, Factor Reconfiguration, and Institutional Coordination

Abstract:

The digital economy has brought new changes to the production, operation and governance of agriculture. The development of data elements, digital technology and digital platform provides new conditions for the green transformation and quality upgrade of agriculture. Taking the green and high-quality development of agriculture as the research object, this paper constructs the research framework of "digital foundation, data empowerment, technological progress, factor reconfiguration, green efficiency enhancement and value realization" of green and high-quality agricultural development in the context of digital economy, discusses the mechanism, practical constraints and realization path of promoting green and high-quality agricultural development by digital economy. The digital economy can improve the perceptibility of agricultural production objects and decision-making accuracy, reduce factor search cost and transaction cost, realize precision input, process monitoring and quality traceability, improve industrial chain value and governance efficiency through digital platform connection, data sharing and policy coordination. However, the promotion effect of digital economy on green and high-quality agricultural development is restricted by regional differences in digital infrastructure, lack of digital ability of small farmers, lack of fit between digital technology and agronomy, imperfect agricultural data standards and ownership rules, and project evaluation focusing on construction input. We should improve digital infrastructure with green performance as the guidance, develop digital socialized services for small farmers, strengthen coordination between digital technology, agronomy, agricultural machinery and green technology, improve agricultural data governance and factor circulation rules, and establish differentiated policy instruments and whole process performance evaluation mechanism. It is believed that these measures can continuously transform the advantages of digital economy into driving force for green and high-quality agricultural development.
