The Co-construction Mechanism of Industry-Education Integrated Practical Teaching Centers under the Triple Helix Theory

Abstract:

Against the strategic backdrop of deepening industry-education integration to serve the national innovation system, practical teaching centers function as core hubs bridging the education chain and the innovation chain. The effectiveness of their co-construction and sharing mechanisms directly shapes the quality of applied talent cultivation. Integrating the structural perspective of the Triple Helix model, the dynamic core of human capital theory, and the analytical approach of collaborative governance theory, this study constructs a "capability–interest–relationship" three-dimensional collaborative framework. It systematically deconstructs the coupling mechanisms among universities, industries, and government in resource aggregation, value distribution, and trust building. Through a qualitative comparative analysis of industry-education integration cases in mechanical automation, the study identifies the structural causes behind the "integration without synergy, sharing without reciprocity" dilemma faced by practical teaching centers. It proposes a digital platform as the strategic pivot, advocating for the restructuring of project-driven teaching models, the design of contractual interest-balancing mechanisms, and the embedding of a progressive innovation capability cultivation system. This approach aims to facilitate a paradigm shift for multiple stakeholders from mere "physical overlay" to genuine "chemical fusion." The study not only provides an integrated theoretical model for understanding the collaborative logic of industry-education integration but also offers actionable policy insights for applied universities in promoting the institutionalization and sustainable development of practical teaching centers.
