Abstract：

The instrumental and knowledge-based characteristics of language resources make them of special tourism value. In the process of constructing the tourism environment and developing tourism resources, the tourism value of the language resource system is fully utilized, and the three actors of government, civil society, and academia have taken corresponding measures from different aspects. The government has provided policy support and macro guidance for the construction of a multilingual tourism environment; The civil society plays a leading role in the development and utilization of language resources and is the builder of multilingual tourism environments; The academic community collaborates with the government and private sector to provide intellectual and talent support in the development and utilization of language resources and the construction of multilingual tourism environments.
