Research on the Implementation Path and Effectiveness Evaluation of Internationalization at Home in China's Higher Education under the Strategy of Building a Strong Education Nation

Abstract:

Local internationalization serves as a pivotal cornerstone for the international transformation of higher education under the strategic framework of building a strong education nation. Grounded in the three fundamental requirements of objectives, competencies, and equity, this paper establishes a "goal-process-outcome" analytical framework. It addresses practical challenges, including evaluation orientation, resource efficiency, elitist tendencies, and strategic awareness, proposing four core indicators: global student literacy development, international quality of curriculum and instruction, organizational ecosystem efficacy, and social service spillover effects, with the balance between internationalization and localization serving as the calibration benchmark. Building on this foundation, the paper outlines implementation pathways across four dimensions: institutional frameworks, curriculum and teaching practices, faculty development, and cultural ecosystems. The evaluation of local internationalization effectiveness should shift from a "scale-activity" approach to a "quality-competency-contribution" orientation, thereby supporting the development of a robust education system.
