Research on Improving the Training Effectiveness of "Double Leaders" in the Party Branches of Higher Education Teachers in Liaoning Province in the New Era

Abstract:
In the new era, faculty Party branches in higher education institutions serve as crucial bastions of Party leadership at the grassroots level. The cultivation of "dual leaders" (Party building leaders and academic leaders) represents a clear and effective strategy to strengthen grassroots Party development, address the disconnect between Party work and academic operations, and solidify faculty team building. As a major educational province and core region for Northeast China's revitalization, Liaoning's universities bear the mission of nurturing high-caliber talents and providing technological support for the province's comprehensive rejuvenation. Consequently, the "dual leaders" cultivation program in Liaoning's higher education institutions shares common characteristics with national counterparts while inevitably facing unique challenges posed by regional development transitions. Grounded in the overarching requirements of Party building in the new era, this study systematically examines the core connotations and contemporary significance of "dual leaders" cultivation by integrating Liaoning's institutional positioning, disciplinary structures, and regional development objectives. It conducts in-depth analysis of prominent issues in current cultivation practices regarding selection mechanisms, competency development, evaluation incentives, and integration transformation, proposing optimization strategies accordingly. Research indicates that enhancing the effectiveness of "dual leaders" cultivation in Liaoning's universities hinges on aligning political standards, academic benchmarks, and regional service objectives, synergizing organizational system development, faculty support initiatives, and practical platform provision, thereby enabling faculty Party branches to establish stable, sustainable, and transferable leadership capabilities in talent cultivation, research organization, social services, and cultural heritage preservation.
