Research on the Evaluation System for Talent Cultivation in Electrical Specialty Groups Oriented towards New Power Systems ——Based on the Framework of the CIPP Model

Abstract:

To meet the demand for composite talents in new power systems under the “dual carbon” goals, and to address issues such as insufficient school-enterprise collaboration, lack of dynamism and differentiation, and broken improvement loops in current talent cultivation evaluation for electrical specialty groups, this paper deeply integrates the industry chain talent demand map, engineering education certification standards, and the CIPP evaluation model. A four-dimensional diversified evaluation system is constructed, using context, input, process, and product evaluations to anchor direction, ensure resources, monitor implementation, and quantify outcomes. Supported by “common foundation + professional characteristics” indicators and a data-driven closed-loop improvement mechanism, the system enhances alignment between talent cultivation and industry needs, facilitating the organic connection of the education, talent, industry, and innovation chains.
