Abstract：

Faced with the turbulent international environment and the arduous domestic tasks of reform, development, and stability, the independent and controllable innovation chain and industrial chain have become the prerequisite for high-quality economic development. The level of integration between innovation chain and industrial chain has risen to an important indicator of a country's economic modernization. To promote the integrated development of innovation chain and industry chain, we need to understand the logic of dual chain integration from the perspective of resource allocation, the trend of dual chain integration from the law of chain development, and the mode of dual chain integration from international development experience. Faced with the practical difficulties of incomplete innovation chain industry chain itself, differences in integration goals of innovation chain industry chain, insufficient integration ability of innovation chain industry chain, and spatial constraints of innovation chain industry chain integration, China should promote scientific and technological innovation and strengthen the resilience of dual chain integration development; Intensify government integration and focus on the development goal of dual chain integration; Establish a win-win mechanism and integrate dual chain integration development resources; Promote high-level coordination and optimize the layout of dual chain integration development.
