Abstract：

The connotation and essence of a skill based society are value coupled with the goal of common prosperity. The construction of a skilled society is an important decision to serve the national development strategy, an inevitable choice to promote industrial iteration and upgrading, and a livelihood project to promote comprehensive human development. In the macro context of common prosperity, we should grasp the functional positioning of the construction of a skills based society, base ourselves on practical difficulties, find a systematic system for building a skills based social system, create a high-quality skills education and training system, and promote the construction and dissemination of skills culture in the new era. This will form the greatest synergy for the construction of a skills based society and empower and increase efficiency for the solid promotion of common prosperity.
