Development of Vocational Undergraduate Talent Training Programs Driven by a Dual-standard Full-process Integration Mechanism and Six-subject Collaborative Evaluation

Abstract:
Vocational undergraduate education undertakes the mission of cultivating high-level technical and skilled talent and supporting industrial transformation. Yet talent training programs still show fragmented use of enterprise and industry standards, linearized development processes, single-source evaluation, and weak evidence feedback. Based on the integration of enterprise post training standards and industry skill-level certificate standards, and on a six-subject evaluation framework involving enterprises, industry organizations, institutions, students, parents, and third parties, this paper constructs a full-process mechanism covering demand diagnosis, standard deconstruction, objective transformation, curriculum reconstruction, teaching implementation, evaluation feedback, and dynamic iteration. The study argues that vocational undergraduate program development should shift from static document preparation to standard-led, collaborative, evidence-based and continuously improved process governance.
