Abstract:
Digital countryside is an important measure to achieve rural revitalization and an important way to achieve modernization of agriculture and rural areas. However, in the process of digital rural development, a large amount of important data related to agricultural production, operation, scientific research, and management is facing a complex and severe data security situation. We must coordinate development and security, strengthen agricultural and rural data security management and technical protection, and build a solid security defense line. By comprehensively analyzing the risks of data confidentiality, integrity, and availability faced by smart agriculture construction, rural social digital governance, and digital government construction of agricultural departments in digital rural areas, it is proposed to balance the relationship between data value mining and security protection, and to construct a comprehensive governance system for digital rural data security from the aspects of top-level design, agricultural terminal facility security, network environment security, application service security, data security technology protection system, and safeguard measures. To establish a long-term governance mechanism for data security and improve the management system and standards for data security in agriculture and rural areas; Ensure the security of various terminal devices such as agricultural information perception; Enhance the active defense, dynamic defense, and precise defense capabilities of the network to ensure the security and reliability of the network environment; Strengthen the security protection of production management, business management, and government management information systems related to agriculture; Establish and improve a data security technology protection system that covers the entire lifecycle of data; Implement safeguard measures from the aspects of data security risk assessment, supervision and assessment, and talent cultivation to safeguard the development of digital rural areas.
