Abstract：

For the Communist Party of China to continue fulfilling the era's tasks entrusted by its founding aspirations and mission in this new historical phase, it must accord paramount importance to strengthening ideological leadership. This entails upholding the fine tradition of embedding ideological guidance within the fabric of national governance. The modernisation of national governance is, at its core, the modernisation of the people's capacity for effective participation in governance under the Party's leadership. Only by profoundly grasping the contemporary demands for enhancing ideological leadership within the modernisation of the national governance system and governance capabilities can we better integrate ideological leadership throughout national governance. This will strengthen the people's identification with the ruling Party, prompt the masses to respond to the Party's ideological call, and unite them in striving to forge a new synergy for the times.
