Abstract：

In recent years, the national level has successively promulgated a series of documents, such as the "Opinions on Promoting the High-Quality Development of Modern Vocational Education," clearly pointing out the development direction of vocational education internationalization in the new era. The internationalization of higher vocational education is an inevitable trend. Through conceptual analysis, current situation assessment, problem analysis, and exploration of new paths, this paper proposes that the internationalization of higher vocational education is no longer a pursuit of "quantitative change" through scale expansion but must shift to a profound "qualitative change."
